"Some delegates on the council, a respected international panel that advises governments on Arctic issues, seemed to blame their group's inaction on America's rejection of the Kyoto Protocol, which requires industrial nations to reduce emissions of greenhouse gases. The Bush administration prefers voluntary measures to save the environment."The Arctic Council is mad at the United States for pulling out of the Kyoto Treaty. I'm mad at us too. Voluntary measures? Wake up America. That really means Bush prefers not to make the corporations reduce emissions. They won't support his party then. Man, I hate that.
